idk Pharr,Texas but as far as i can see its not what i like i like different types of things like living in California is a great place im living in California.
I say every city has there problem section at least Pharr takes care ALL of theirs, from Military all the way to Owasa.
Best city in the whole RGV.

if you would like being harassed by the police then you would like the city of pharr. I got a ticket for having my high beams on in a dark street close to my house and the police officer I guess needed to meet his quota decided to give me a ticket. They gave me a certain date with a 30 minute window for me to go talk to the prosecutor which I wasn't able to get there in time because of the traffic and they already had an arrest warrant for me. When they were trying to steal my truck I called them and they never showed up. I wish I had the option of selling my house and moving to a different city
Police are complete garbage great city though
